The division rule for Border Star Domains does not adhere strictly to the proximity principle. Beyond ensuring that the Star Sectors within a Star Domain are interconnected, it ensures interconnectedness between Star Domains; every Star Domain has at least one planet with a direct connection to one of the nine major Star Domains of the Central Territory.

The intent behind such a division is to ensure that travel from Holy Terra to any Star Domain does not exceed crossing four Star Domains, keeping the journey within two years and strengthening the Central Empire’s control over its borders as much as possible.
