It became obvious that the balance was broken once those cultivators achieved great power, carrying themselves as if they truly were gods among mortals and that they deserved worship from said mortals.

However, when brazen, unchecked forces like the Guimen Sect became aplenty, things would have gotten a lot worse very quickly.
The government decided to promote cultivation among common people, seeing that restoration of spirit qi was inevitable, for the expressed purpose of dealing with such pressures.
Common sects and clans still would not be able shake a powerful regime that held control over a nation consisting of over a billion people, regardless of how powerful they would become.
Things would become unimaginable, if geniuses ere to mushroom among said billion or so people.
Instead of having such geniuses absorbed by all those sects and clans, it would be better for the government to directly nurture them, so as to have them serve the country.
However, such endeavor was still in its infancy stage, and nurturing such geniuses would have still taken a very long period of time. Even the likes of the Special Task Force would not be able to quickly foster all those people in a short period of time.
The Special Task Force had been long established before the restoration of spirit qi, which was why they were able to amass such staggering amount of resources.
But still, they were hardly able to handle the stress posed by the state of affairs at present.
Even though the Special Task Force’s powers were way above the likes of the Guimen Sect, but they still fell short of being able to take on renegades across the entire country.
“As such, after prolonged discussions in the Inner Palace, we have decided to hire you to serve the country, Mr. Lu.”
The First Minister said as he looked at Lu Xuan with a serious expression.
“Your powers and knowledge regarding cultivation are well above the Dragon and the others around, Mr. Lu. It would be a shame to hide such talents away from the world. As such, I’d like to personally implore you to get involved with worldly affairs and save the people, Mr. Lu.”
The First Minister rose and bowed after saying that.
Lu Xuan immediately held the First Minister up with Spiritual Qi, and he felt a gush of dragon aura coming at him as he did so.
The more powerful a cultivator was, the more sensitive they would be with the presence of such dragon aura.
That aura was backed by the belief by millions of people out there.

But then again, Lu Xuan was unlike any other and he had no fear of such entanglements. Common cultivators would have avoided being entangled with such affairs at all costs, yet he was an exception.
To him, it was not doom that lied await at the end of such entanglements, but further ordeals that would benefit his ascendance.
All who were able to make it to the very end had not been the ones who would be bothered by such entanglements of cause and effect.
His soul had long achieved freedom, and all that shackles that were binding him were due to his physical body still being in the mortal realm.

The First Minister was relieved right away to hear him say so.

The First Minister was stunned for a bit before nodding in agreement. He never thought Lu Xuan would have brought up such a point.
While he was not the one in charge per se, but he nonetheless knew more or less, that the government was indeed getting quite a headache over the materials needed for such an endeavor.
All the sects and clans had their own different methods, and they had their own relatively complete systems.
However, there was nonetheless a very huge problem—the methods were not inherently universal.
All those methods were basically meant for an extreme handful. Be it the Taoist, Buddhist, or methods of other questionable and heretical origins, all of them were only suited for a handful of people.
There were only so many who were of such physicality to train in such methods.
Those sects and clans all went about picking their successors based on traits inherent within their methods. That was nothing wrong about that.
However, as a nation with a population numbering over 1.3 billion, propagating cultivation at such a scale would be quite a headache.
The government had been selecting a huge number of experts from the Special Task Force, the Dragon Fang Special Forces, and some other cultivation organizations, for writing such instructive materials.
It would be quite a delusion to think that widespread propagation of cultivation—literally making every single citizen a cultivator—could be done, without a set of suitable materials after all.
None—be it someone or some state—had attempted an endeavor like widespread cultivation among the people before.
It was no doubt a headache for all who were involved.
There was hardly any progress seen with such propagation among the people for the time being. The biggest obstacle, other than having inadequate resources, was the lack of suitable instructive materials.
They lacked materials that were comprehensive in all sense of the word.
